Having seen RF only 5 times (less than most here) I'll try and help.
I understand mostly he uses just a couple of different settings:
1) A short 'slap back' delay set at 116ms (IIRC) and
2) A longer delay with more repeats (3-4) for ballad type use possibly around 300-400ms but I'm not too sure on that.
I seem to recall a post about Robben using an even longer delay for 'atmospheric' use, but I think chiefly he uses the first 2.
I always associate him with the short 'slap back' delay but live in solos like 'Help The Poor', 'Moonchild Blues' and 'It Don't Make Sense' he seems to like a longer delay with more repeats.
I did see him one time with a dumble combo and a simple delay foot pedal with a 'slap back' on it. However with his setup (gain from the amp and no effect send/return) this didn't work well IMHO.
